Many changes and return of old laws. General updates: - Templates now use AlphAlph, to allow numbering above 26 letters - Moved seals in proposals to be pdf, based on svg, instead of png - Updated signatures in proposals, dependent on the type of document - Added kluwer class, printing dense and on a5 paper. Compatible with other classes. Updates to laws: - Migrated all old laws to new classes; added DRAFT, OUTDATED, RETRACTED or PROPOSAL watermarks where applicable - Created Royal Decree on the designation of a donation information channel, assigning the Discord channel and message for donations. - Created Titles Act (Administrative Decree), designating the relative rankings of titles and which shall go first. Also assigns colors and display Changes to the Statutes: - Implemented Amendment 2 - Removed designation of 'Holidays' chapter in title I, merged into 'Overarching Provisions' - Added fourth season to predefined seasons - Added general title provisions and amended specific title provisions - Created general provisions on decision making in title III - Owner is President while none are appointed - Created chapter for regional and functional councils in title V - Re-ordered chapters and sections in title VI - Updated land claims in title VII to be based on the Lands plugin instead of GriefPrevention - Renamed 'build code' to 'construction standards' - Hidden title 7A, since it's no longer active - Updated title 7B to reflect the legal situation regarding transfered public builds in season 4 - Added general provisions on exclusion of guilt to title X - Added the crimes of illegal title usage and obstruction to title X

\introduction{WE, \textbf{the Citizens of the Crafty Table}, BY THE GRACE OF KIPJE, the Sovereign Rulers of the Realm, hereby declare, to all whom shall hear or see, are to know: \bigskip%

\article{Definition}{A 0-tick farm is a contraption that generates large amounts of resources within a short time using bugs or exploits. These exploits include the usage of pistons which activate for a shorter time than 0 in game ticks.}
\chapter{General Provisions}
\article{Enactment}{\begin{enumerate}
\item This Law shall provide rules on the operation and utilization of 0-tick farms.
\item This Law shall enact a permit system regulating the construction of 0-tick farms.

\chapter{Rules on Utilization of 0-Tick Farms}
\article{Ownership}{\begin{enumerate}
\item A 0-tick farm may only be utilized or operated by the permit holder, or any such persons as having been authorised so by the permit.
\item Upon the discovery by the Administration of an illegal operator, staff shall bring the operator to cease their activities.
\item The permit holder may, with permission by the Administration, authorise others to use the 0-tick farm.

\article{Maximum Usage / Alt Accounts}{A citizen may only utilize or operate one 0-tick farm they are permitted to using. The usage of alternative accounts is forbidden.}
\article{Player limit}{When the number of online players exceeds 8, 0-tick farms may no longer be utilized or operated. Citizens are expected to immediately cease usage. Citizens acting in violation of this provision shall be brought to cease their activities.}
\article{TPS-Limit}{When the Ticks-Per-Second of the Realm reaches a level lower than 15, 0-tick farms may no longer be utilized or operated. The Administration shall issue a statement declaring that such a situation has arisen. Citizens acting in violation of this provision shall be brought to cease their activities.}
\article{Integrity of the Host}{If the Integrity of the Host demands so, the Administration shall issue a declaration prohibiting the utilization or operation of 0-tick farms. The Administration shall bring all into compliance with such an order.}
\article{Criminal Justice}{He, who acts in violation of a cease-and-desist order for 0-tick farms by the Administration, may be temporarily banned for up to 24 hours and a fine of 32 diamonds.}
\chapter{Permit System}
\article{Structure}{The permit procedure is as follows:\begin{enumerate}
\item Citizens submit a permit request for the construction of a 0-tick farm to staff using the specified Discord channel.
\item The permit request shall contain the following details:
\begin{enumerate}[label=\alph*.]
\item name of the Citizen;
\item coordinates of the 0-tick farm build site;
\item resource generated by the 0-tick farm;
\item dimensions (size) of the 0-tick farm;
\item any citizens to use the 0-tick farm;
\item short description of the 0-tick farm, how it functions or what it is based on.
\end{enumerate}
\item The permit request shall be processed by the Administration within 5 days.
\item The Administration may return the permit request with proposed changes. If the requester agrees with the proposed changes, they shall submit the amended permit request as such.
\item If a permit request is approved, the requester may immediately begin construction.
\item A permit request may be conditionally approved. Construction will be allowed, after which the Administration must first inspect the farm before the utilization or operation is authorised. The Administration may order the deconstruction of the 0-tick farm and revoke the permit if deemed necessary.

\article{Blacklist}{A 0-tick farm permit request of the following types shall always be denied:\begin{enumerate}
\item a 0-tick farm which individually lowers the Realm's ticks-per-second by 1 or more;
\item a 0-tick farm which threatens the integrity of the Host;
\item a 0-tick farm which, once activated, cannot be deactivated;
\item a 0-tick farm which threatens other player's property;
\item a 0-tick farm which destabilizes the economy by generating an especially valuable resource.

\chapter{Final Provisions}
\article{Adjudication}{Upon a dispute between a citizen and the Administration regarding 0-tick farms, the Crafty Court shall adjudicate. The Court may ask a jury of neutral citizens on their opinion on the dispute.}
\article{Amendment}{This Law may be amended by the Crafty Council at any instance. The Crafty Council shall ask the Administration for advice on any amendment.}
\article{Citation}{This Law shall be cited as the 0-Tick Permit Law*}
