Minor updates to the Statutes.

- Executive order on donations is now no longer a draft
- kluwer.cls TopArticles are now written out as 'ARTICLE' and minor spacing changes
- Council is now fully written as 'Crafty Council' in the Statutes
- General provisions on the Administration are clarified
