\introduction{WE, \textbf{the Administration of the Crafty Table}, BY THE GRACE OF KIPJE, the Government of the Realm, hereby declare, to all whom shall hear or see, are to know: \bigskip%

having determined that the current Governor of the Upper Nether has been promoted into the office of the President; having established the Upper Nether Governorate, which can be easily replaced; having heard the Crafty Council; having held an election for the position;\bigskip%
|

|
having concluded as such we shall here, by Administrative decree, declare into effect the following text. Let it be published as follows: \bigskip}%

\item There shall be a new Governor of the Upper Nether.
|
|
\item The current Governor of the Upper Nether shall be honorably discharged.
|
|
\item The new Governor shall be appointed from one of the Citizens by means of election in the Crafty Council.
|
|
\item The new Governor shall bear all responsibilities and rights of the Governor of the Upper Nether, as determined in the Upper Nether Governorate Act.

\item The Governor can be removed or replaced by the Administration by decree.
