\article{Citizenship}{Citizen of the Crafty Table shall be any player that has been online on the server for at least eight hours in total. Citizenship shall only be provided to the main account of a player and not be applicable to alt-accounts.}

\chapter{Community Titles and Ranks}
|
|
\section{Supporter Title}
|
|
\article{Donator privileges}{\begin{enumerate}
|
|
\item Players may donate to the Owner of the Crafty Table to support the Server and safeguard its continuity. Players that have donated shall be known as 'Supporters' and will be granted the following privileges:\begin{enumerate}[label=\alph*.]
|
|
\item the 'Supporter' rank on the in-game-chat, Discord and the Website;
|
|
\item a custom title in the server with a color and styling from the pre-determined Minecraft formatting codes;
|
|
\item to be displayed separately in the Discord sidebar from players without the rank;
|
|
\item special quality of life commands, to be determined by Administrative Decree, that do not provide the player with an advantage over other players that have not donated; and
|
|
\item a custom nickname, of their own choosing.
|
|
\end{enumerate}
|
|
\item The custom title shall not:\begin{enumerate}[label=\alph*.]
|
|
\item be offensive to other players or deceive the players as to the actual rank of the player;
|
|
\item exceed 12 characters in length;
|
|
\item be of the color formatting code for 'black'; and
|
|
\item be of any other styling type than 'normal'.
|
|
\end{enumerate}
|
|
\item Custom titles may be changed once in every two months.
|
|
\item Without prejudice to pardons, a Supporter shall automatically lose their Supporter status when they have been convicted of a month or longer expulsion from the Server.

\item The custom nickname shall:\begin{enumerate}[label=\alph*.]

|
\item be representative of the player's name;
|
|
\item not be offensive to other players or deceive players as to the actual rank or identity of the player; and

|
\article{Donation procedure}{A donation shall be made by clicking a specified link in a designated channel on Discord, to be determined by the Executive Order of the Owner.\begin{enumerate}

\item On the donating page, the player is to provide the following details:\begin{enumerate}[label=\alph*.]
|
|
\item the amount of money to be donated;
|
|
\item in the description box: the name of the player, both in-game and on Discord.
|
|
\end{enumerate}
|
|
\item The privileges to be granted by donating shall be provided by the Owner of the Crafty Table to the donator within 2 days, provided that the donation details are complete. If the name of the player is missing from the donation description, the privileges shall be granted whenever the identity of the player has been verified.
|
|
\item Donators that have omitted the player name in the donation may verify their identity by sending a screenshot of the donation invoice to the Owner of the Crafty Table using a direct Discord message.
|
|
\item After the privileges have been granted, the Owner of the Crafty Table or a member of the Administration shall approach the donator and ask what custom title they wish to get. The custom title shall be immediately applied if it is in compliance with section 2 of the previous article.
|
|

|
|
|
|
\section{Most Valued Player Title}
|
|
\article{MVP privileges}{\begin{enumerate}
|
|
\item Most Valued Player (MVP) shall be that Citizen which has, in the preceding month, provided the community with exceptional service and deserves recognition for their efforts.
|
|
\item The MVP shall be granted the following privileges:\begin{enumerate}[label=\alph*.]
|
|
\item the 'MVP' rank on the in-game-chat, Discord and the Website;
|
|
\item a commemorative statue in a public place to be determined by Administrative Decree; and
|
|
\item any special privileges, determined by Administrative Decree, that do not provide the MVP with an advantage over other players.
|
|
\end{enumerate}
|
|
\item The MVP shall be granted these privileges until the following MVP election, or at most for a month.
|
|
\item Ineligible for MVP shall be the following persons:\begin{enumerate}[label=\alph*.]
|
|
\item the elected Host and co-Host of the Council;
|
|
\item the President of the Crafty Table;
|
|
\item a player who has been, at any point in the history of the Crafty Table, without prejudice to pardons, been expelled for a week or more from the Server.

|
|
\item Without prejudice to pardons, the MVP shall automatically lose their MVP status when they have been convicted of a day or longer expulsion from the Server.
|
|
\end{enumerate}}
|
|
|
|
\article{Nomination and Election}{\begin{enumerate}
|
|
\item An MVP election is held at the first Council meeting of every month.
|
|
\item In the week leading up to an election, up to a day before the election, nominations shall be submitted to the Host of the Council. A nomination shall at least contain the following details:\begin{enumerate}[label=\alph*.]
|
|
\item the name of the player issuing the nomination;
|
|
\item the name of the player on the Server to be nominated, not being the same person that is issuing the nomination;
|
|
\item the reason for the nomination, by providing examples of the exceptional service.
|
|
\end{enumerate}
|
|
\item The Host of the Council shall announce all nominees in the meeting agenda of the MVP election meeting, excluding those nominees which are ineligible.
|
|
\item The MVP shall be chosen with a person election vote, in accordance with article 39 of Title II.
|
|
\end{enumerate}}
|
|
|
|
\section{Emeritus Honorary Title}
|
|
\article{Emeritus privileges}{\begin{enumerate}
|
|
\item Emeritus shall be all particularly distinguished Citizens as appointed by this article or by Executive Order of the Owner of the Crafty Table.
|
|
\item The Emeritus shall be granted the following privileges:\begin{enumerate}[label=\alph*.]
|
|
\item the 'Emeritus' rank on the in-game-chat, Discord and the Website;
|
|
\item a commemorative statue in a public place to be determined by Administrative Decree;
|
|
\item the right to be addressed as 'Lord' and to let the Administration smite the player who fails to address them as such; and
|
|
\item a seat on the Owner's Privy Council.
|
|
\end{enumerate}
|
|
\item The following persons shall automatically be granted the title of Emeritus:\begin{enumerate}[label=\alph*.]
|
|
\item all players that at any point have served as Administrator of the Realm;
|
|
\item all players that at any point have been elected President of the Crafty Table; and
|
|
\item all players that at any point have been Owner of the Crafty Table.
|
|
\end{enumerate}
|
|
\item The Owner of the Crafty Table may, at any point and for any reason, bestow upon a player the title of Emeritus. This appointment shall be announced in a designated Discord channel.
|
|
\item The Emeritus shall be granted these privileges for life. The title may only be retracted by Executive Order of the Owner.
|
|
\end{enumerate}}
|
|
|
|
\section{Discord Organization}
|
|
\article{Limitation to channels}{The Administration shall minimize the amount of channels on Discord to only those channels that are necessary for the maintenance of public order and to facilitate and promote debate. The Administration shall report to the Council the creation of any public channel and the reasons for its creation.}
|
|
|
|
\article{Limitation on Discord role assignments}{\begin{enumerate}
|
|
\item Permanent custom Discord roles may only be created if permitted by the Council. The assignment of players to this role shall be regulated by the Council.
|
|
\item The President and the Owner may create temporary custom Discord roles if required for the purpose of public order or to create a separated group to discuss a specific topic with.
|
|
\item The President and the Owner may bestow upon any player a custom Discord role, provided that the custom role does not result in unjust discrimination in comparison to other players that are not granted the same role.
|
|
\item Custom Discord roles may not be displayed separately in the Discord sidebar, except if the role is only of a temporary nature.
|
|

|
|
|
|
\article{Foundational roles}{The following permanent custom Discord roles shall always exist: The Owner; The President; Moderator; Staff; Supporter; Emeritus; Mayor; and Governor, and shall be granted to players only in accordance with the Law.}

\chapter{Charter of the Council of the Crafty Table}
|
|
\section{General Provisions}
|
|
\article{Democratic Principle}{The Crafty Council shall, at any instance, be a democratic body ruled by the will of its members. All members are entitled to be able to vote without any burden put upon them.}
|
|
|
|
\article{Dispute settlement}{Upon any dispute regarding the rules of conduct of the Crafty Council, the Council shall, unless otherwise decided in this Law, decide by majority rule. Any dispute that can not be resolved using this method shall be adjudicated by the Crafty Court. Disputes regarding the membership of a player shall always be adjudicated by the Crafty Court.}

|
|
\section{Membership of the Council}
|
|
\article{Every Citizen of the Server}{\begin{enumerate}
|
|
\item Member of the Council shall be any Citizen of the Crafty Table.
|
|
\item The player shall be considered a Member of the Council in relation to a vote, if the player was a Citizen at the commencement of the applicable voting procedure and if, at the same time, the player was not deemed an inactive player.
|
|
\item Membership of the Council is excluded from those who have been expelled from the Server for at least one month or more; or have been condemned to specifically be denied Council participation.
|
|

|
|
|
|
\article{Participation}{\begin{enumerate}
|
|
\item Players that do not meet the criteria of the previous article may participate in Council meetings, but are not allowed to vote on controversial topics.
|
|
\item A player may only use one account belonging to them to participate in a meeting. Any other account belonging to the player may not participate at the same time.
|
|
\item Accounts that have been expelled from the Server for one month or more, or that have been sentenced with a revocation of the right of Council participation, are not allowed to participate.
|
|

|
|
|
|
\section{The Host}
|
|
\article{Order of Hosts}{The Host of the Council shall be determined by the following order:\begin{enumerate}[label=\roman*.]

\item the Elected Host of the Council;
|
|
\item the appointed co-Host of the Council;
|
|
\item the President of the Crafty Table;
|
|
\item the Owner of the Crafty Table;
|
|
\item the Vice-President of the Crafty Table;

\item one of the Moderators of the Crafty Table, by order as determined by the President, or by order of their participation on the server, as determined by the date and time they joined the server; or
|
|
\item a random present member of the Council as determined by lottery.

|

|
Any person in this order may declare their unavailability or be declared unavailable by the Owner of the Crafty Table.}
|
|
|
|
\article{Elected Host of the Council}{\begin{enumerate}
|
|
\item The Council can appoint a Host from any one of its members, through an appointment vote.
|
|
\item The Council can remove an appointed Host, through a Host removal motion, using a majority vote.
|
|
\item The elected Host shall take office upon the next meeting of the Council.
|
|

\item The elected Host shall serve a term of up to sixteen weeks.

\article{Appointment of the co-Host}{The Elected Host shall appoint a co-Host from one of the members of the Council at the earliest opportunity.}

\item All persons mentioned under article 5, excluding that person under subsection vii, shall form the Presidium.
|
|
\item The Presidium shall discuss the organization and planning of Council meetings. The Presidium shall determine the agenda of meetings.

\item Other members of the Council can be invited by the Host to participate in the Presidium, in an advisory role.
|
|
\end{enumerate}}
|
|
|
|
\section{Legislation}
|
|
\paragraph{General Provisions}
|
|
\article{Topics}{Topics discussed in the Council shall be rules, motions or appointments.}
|
|
|
|
\article{Rules}{\begin{enumerate}
|
|
\item Rules shall be binding on all players and written as a legal text into the Constitution, the Statutes, an Administrative Decree or a Regional Ordinance.
|
|
\item Rules shall be proposed either as a legal text or as the essence of the rule to be imposed.
|
|
\item If a rule is proposed as a legal text, the literal text shall be passed using a majority vote of the Council. The legal text may be altered after the passing of the vote by the Owner of the Crafty Table to bring it into compliance with legal standards.
|
|
\item If the proposed legal text is a constitutional amendment, the required majority in the Council shall be two-thirds.
|
|
\item If a rule is proposed in its essence, the Host shall, in the next meeting, put before the Council a proposal of a legal text that implements this essence. The essence of these rules shall not go into effect until the exact legal text has passed the Council, but citizens are expected to act in good faith in accordance with the new rules until the passing of the exact legal text.
|
|

|
|
|
|
\article{Motions}{\begin{enumerate}
|
|
\item Motions shall be general or specific assignments, aimed at all or a specific subset of players or institution, which that group is stimulated to act in accordance with.
|
|
\item If a motion is targeted towards a specific subset of players, representatives of that subset, if present, shall be able to provide comments on the motion and its desirability.
|
|
\item If a proposed motion is a motion to reset the overworld, the required majority in the Council shall be two-thirds.
|
|

|
|
|
\article{Motion of no-confidence}{\begin{enumerate}
|
|
\item The passing of a motion of no-confidence shall result in the resignation of all members of the Administration.
|

\item If the Host of the meeting is a member of the Administration, the Host shall be replaced for the remainder of the meeting by a Host appointed by the Owner of the Crafty Table. The meeting shall be suspended until this appointment has been made.

\article{Motion of disaproval}{\begin{enumerate}

\item The passing of a motion of disaproval shall result in the resignation of the member of the Administration to which it is directed.

\item If the Host of the meeting is the member of the Administration to which the motion is directed, the Host shall be replaced with the next person following article 5. The meeting shall be suspended until this replacement has been made.

\article{Proposal procedure}{Members of the Council may propose a topic by posting a message under a designated Discord channel, or by bringing the topic forward during the open debate or as a procedural change during a meeting. \item the essence of what ought to happen or change;
|
|
\item a motivation and reasoning for this.
|

\article{Limits to topics}{\begin{enumerate}

\item not a serious topic and clearly meant as a form of humor;
|

\item in violation of the Constitution;
|
|
\item a change that has already happened or is in the process of happening;
|
|
\item a topic that has already been discussed and not enough time has passed to warrant re-discussing the topic; or
|
|
\item a topic for which a fixed timetable exists on when the topic is to or may be discussed.
|
|

|
|
\item If the proposer does not agree with the dismissal of the topic, they may request a procedural change during the meeting to get the topic on the agenda. The Council shall vote on this request using a majority vote.
|
|
\end{enumerate}}
|
|
|
|
\article{Veto of the Owner}{The Owner of the Crafty Table may, at any point in the legislative process, veto a proposal for any reason. The topic shall then no longer be discussed and the veto shall be noted in the meeting log.}
|
|
|
|
|
|
\section{Meetings}
|
|
\paragraph{General Procedures}
|
|
\article{Meeting time}{\begin{enumerate}
|
|
\item Meetings shall take place weekly on Saturdays, at 8 PM, in accordance with standard time observed in the Server.
|
|
\item Meetings shall not take place on officially recognized public holidays.
|
|
\item Meetings may be moved an hour forward or backward at the Host's behest.
|
|
\item Meetings may be skipped once consecutively at the Host's behest, or by Council majority.
|
|
\item If a meeting is skipped or moved in violation with members 1 to 4, a complaint may be sent to the Owner of the Crafty Table, who shall then organize a meeting at the earliest opportunity.
|
|
\end{enumerate}}
|
|
|
|
\article{Meeting Location}{\begin{enumerate}
|
|
\item Meetings may only take place in officially recognized meeting halls.
|
|
\item An official meeting hall must:\begin{enumerate}[label=\alph*.]
|
|
\item contain a seat for the Host, with two empty spaces beside the Host's seat;
|
|
\item contain at least two designated seats for members of the Administration;
|
|
\item contain at least sixteen seats for participating citizens;
|
|
\item contain at least one speakers podium with at least one microphone;
|

\item be safe to members for its intended usage;
|
|
\item be inaccesible to monsters;
|
|
\item be quiet as to not disturb the process of the Council; and
|
|
\item provide refreshments to members upon request.

\item Players that have constructed a meeting hall that complies with the requirements of the previous member may request the Host that a meeting shall be hosted there. The Host retains the right to decide if the meeting hall shall be used for a meeting. If the player that constructed the meeting hall disagrees with the decision of the Host, they may put a motion before the Council to use that meeting hall at the next meeting. The result of this motion shall be binding on the Host.

\item The Owner of the Crafty Table may designate a meeting hall that shall always be used for meetings with a presidential election.
|
|
\end{enumerate}}
|
|
|
|
\article{Meeting Agenda}{\begin{enumerate}
|
|
\item The Presidium shall compose the agenda for meetings.
|
|
\item The following topics, if not dismissed in accordance with article 15, must be put on the agenda:\begin{enumerate}[label=\alph*.]
|
|
\item any topics proposed in the week preceding the meeting the agenda is for;
|
|
\item any topics to reverse decisions made by the Administration in the week preceding the meeting, based on complaints received in any official communications channel;
|
|
\item any topics remaining from the preceding meeting.

|
\item If a topic is dismissed in accordance with article 15, and the topic was proposed in a designated Discord channel, the meeting agenda must take note of the dismissal and the reasons for it.

|
\article{Announcement of the Meeting}{At least 6 hours, and at most 3 hours before the meeting, an announcement shall be posted by the Host to Discord about the meeting taking place, the time of the meeting, the meeting location and the agenda.}
|
|
|
|
\article{Seating arrangements}{\begin{enumerate}
|
|
\item Members shall be seated whenever the Host requests them to do so.
|
|
\item Certain members, such as those with an assigned rank, may be provided with designated seats during the meeting.
|
|
\item Members of a Council assembly shall be seated together in the meeting hall. If not enough adjacent seats are available, the Host retains the right to move members to other seats to make room for the assembly.
|
|
\end{enumerate}}
|
|
|
|
\article{Interruptions}{Members of the Council may interrupt a topic or announcement by standing behind a microphone at a speakers podium and, upon being given the floor by the Host, providing a short remark, without introduction, relating to the topic or announcement debated.}
|
|
|
|
\article{Procedures during the Meeting}{\begin{enumerate}
|
|
\item The Administration shall, shortly before the designated starting time of the meeting, upon request, provide members with teleportations to the meeting hall. After the meeting has been opened, players may request a teleportation to the meeting hall to any member of the Administration, except the Host, who shall then provide that teleportation.
|
|
\item Upon the arrival of a player in the meeting hall, the Host shall welcome the player and note the player in the List of Presence in the Meeting Log.
|
|
\item The Council may only be in session when at least five members, excluding members of the Administration, the Owner of the Crafty Table and the Host, are present.
|
|

\item The Host shall open the meeting at the designated starting time of the meeting by striking the hammer and stating the meeting is in session.
|
|
\item If, on the hour of meeting, the required amount of members is not present, then the Host shall open the meeting and state that the meeting can not continue due to a missing quorum. This shall be noted in the Meeting Log. The meeting shall be suspended to a later time.
|
|
\item After the opening of the meeting, the Host shall make all planned announcements as determined in the meeting agenda.
|
|
\item After completing all announcements, the Host shall go over each planned topic as determined in the meeting agenda.
|
|
\item After completing all planned topics, the Host shall open debate and ask members to put forward any other topics.
|
|
\item At any moment between topics, members may request procedural changes for the meeting.
|
|
\item If no new topics are provided by Members of the Council, or if the meeting is taking longer than sixty minutes, the Host shall close the meeting with the hammer and state that the meeting has been adjourned.
|
|
\end{enumerate}}
|
|
|
|
\article{Processing of Announcements}{Announcements shall be provided by the Host as a short summarized text providing the essence of the message to be conveyed. An announcement may take no longer than two minutes to process. Members may additionally ask questions regarding the announcement using an interruption.}
|
|
|
|

\item The Host shall open a designated public Discord channel, for the duration of the voting procedure, to discuss any changes and parameters for the World Reset.

\item After the passing of the motion of the first member, the Host shall organise a special meeting at the time of the first following Council Meeting. One for the announcement of presidential candidacy and one for discussion between players and candidates. One week before the expiry of the term of the current President, the Host shall close the candidacy channel. All Citizens that have announced their candidacy in this channel before the closure of the channel shall be candidates for the presidency.

\item Before the ceremony, all guests shall take a seat, or, if arranged, their assigned seat, when ordered to do so by the Ceremonial Lead.

\item After the pledges have been correctly taken, the Ceremonial Lead shall demand silence from all those attending, and await, at most for thirty seconds, for a strike of thunder, signifying the blessing of Kipje\texttrademark of the marriage. Upon hearing the thunder within these thirty seconds, the Ceremonial Lead shall declare the marriage to be blessed by Kipje\texttrademark and ask the guest to give applause. If the thirty seconds expire, the Ceremonial Lead shall declare the marriage unblessed and tell everyone to leave.

\chapter{Method of Taxation}

\article{Publication of Tax Assessment}{\begin{enumerate}
|
|
\item The Administration shall, within 2 days of the moment of taxation, publish a Crafty Tax Assessment using a designated Discord channel. This assessment shall contain a list of all players eligible to taxation, the amount to be taxed from these players and the factual grounds for the taxation.
|
|
\item The Administration may alternatively send individual messages to players of their individual Tax Assessment.
|
|
\item Tax Assessments shall also contain information regarding the legal grounds of the taxation; information on how players are to pay their taxes and remind players of their right to appeal to administrative decisions.

\item Tax Assessments that have been published or provided too late shall go into effect at that later date.

\item Players must provide their taxes to a hopper at a designated location.
|

\item Players must rename their taxes using anvils to the in-game-name of the player.
|

\item Unmarked taxes shall not be considered a valid method of payment.

\item Payment must be provided within 2 weeks of publication of the Tax Assessment.

\article{Neglect and penalties}{\begin{enumerate}

\item If a player fails to pay the tax within 2 weeks, the Administration shall notify the player of this neglect. The player shall get an additional week to pay the tax. A penalty of 25\% shall be added to the tax.
|

\item The Administration shall notify the neglect within 2 days of the moment of neglect.
|
|
\item If the Administration fails to notify the player of the neglect, the penalty shall not be added to the tax and the additional week shall not start until the moment the player is notified of the neglect.
|
|
\item If the additional week to pay the tax is exceeded, an additional penalty of 25\% shall be added to the tax. The Administration may seize any property of the player worth the value of the tax, in accordance with chapter II of title II of book IX.
|

\item If the value of the tax could not be seized from the property of the player, they shall receive a jail-sentence of an hour for every 50 CraftCoins still owed.
