Many changes and return of old laws.
General updates:
- Templates now use AlphAlph, to allow numbering above 26 letters
- Moved seals in proposals to be pdf, based on svg, instead of png
- Updated signatures in proposals, dependent on the type of document
- Added kluwer class, printing dense and on a5 paper. Compatible with other classes.

Updates to laws:
- Migrated all old laws to new classes; added DRAFT, OUTDATED, RETRACTED or PROPOSAL watermarks where applicable
- Created Royal Decree on the designation of a donation information channel, assigning the Discord channel and message for donations.
- Created Titles Act (Administrative Decree), designating the relative rankings of titles and which shall go first. Also assigns colors and display

Changes to the Statutes:
- Implemented Amendment 2
- Removed designation of 'Holidays' chapter in title I, merged into 'Overarching Provisions'
- Added fourth season to predefined seasons
- Added general title provisions and amended specific title provisions
- Created general provisions on decision making in title III
- Owner is President while none are appointed
- Created chapter for regional and functional councils in title V
- Re-ordered chapters and sections in title VI
- Updated land claims in title VII to be based on the Lands plugin instead of GriefPrevention
- Renamed 'build code' to 'construction standards'
- Hidden title 7A, since it's no longer active
- Updated title 7B to reflect the legal situation regarding transfered public builds in season 4
- Added general provisions on exclusion of guilt to title X
- Added the crimes of illegal title usage and obstruction to title X

\chapter{General Provisions}
\article{Definitions}{\begin{enumerate}
\item When referring to the 'Old World', it shall mean the Old World as defined in the New World Act.
\item When referring to the 'New World', it shall mean the New World as defined in the New World Act.
\item When referring to 'public builds', it shall, for the purpose of this act, mean, any artificial structure; which has taken at least reasonable effort to build; and which has, at any point, been utilized for a public purpose; and still primarily serves this public purpose, except for any industrial purpose of producing or aiding the production of any resources, with the exception of food production.
\item When referring to 'custom heads', it shall, for the purpose of this act, mean, any minecraft:head item which has been retrieved in the Old World using the 'player head drops' datapack or has been retrieved in the Old World using the 'more mob heads' datapack.

\article{Purpose}{This act shall provide regulations and procedures for the transferring of public builds and custom head collections from the Old World into the New World.}

\chapter{Public Builds}
\article{Eligible builds}{Eligible public builds shall be all finished public builds; and all builds which would meet the definition of a public build under article 1 if it were to be finished. These unfinished builds, however, require that at least considerable or extraordinary effort was put into the construction of the build. Any eligible public builds may only be transferred once.}
\article{Limitations}{Only the player, or the entity which the player represents, to which the public build belongs may request that the public build be transferred into the New World. A player, or the entity which the player represents, may ask to transfer up to five public builds into the New World.}
\article{Storage Containers}{Upon a transfer of a public build, all storage containers shall be emptied by the Administration.}
\article{Procedure}{A player may request a public build to be transferred into the New World, by sending a public build transfer request directly to a member of the Administration.\begin{enumerate}
\item The transfer request shall contain the following details:\begin{enumerate}[label=(\alph*)]
\item the name of the requesting player,
\item the coordinates of the public build in the Old World,
\item a description of what parts of the build need to be transferred,
\item the coordinates of where to place the public build in the New World,
\item a description of how the public build should be placed down in the New World,
\item if the build is not an obvious public build: a written argument of why the build qualifies as a public build.
\end{enumerate}
\item The transfer request shall be processed by the Administration within 5 days.
\item The Administration may refuse a transfer request if the requested build to be transferred does not qualify as a public build, if the public build does not belong to the player or the entity the player represents, or if the player has exceeded the maximum of builds they may request.
\item The Administration may conditionally accept the request. The Administration may choose a different location to put down the public build if this is required for the purpose public order.
\item If a transfer request is approved, the Administration shall, within 3 days, place the public build at the agreed upon location. The transferred public build shall be registered at the Administrative Archives.

\article{Status in the New World}{\begin{enumerate}
\item The requesting player, or the entity which the player represents, shall get ownership of the public build in the New World once placed down.
\item No resources may be extracted from public builds once it is placed down into the New World. The Administration shall, upon placing the public build, block the extraction of resources using any measures fit to do so.
\item Public builds which primary purpose is the extraction of food resources are exempted from the previous member.
\item If the owner of the public build wishes to modify or remove the public build in the New World, it shall request the Administration for permission to do so. The Administration shall safeguard that no resources are extracted from the public build during this process. Any leftover resources shall be destroyed by the Administration.

\chapter{Custom Heads}
\article{Limitations}{Only the player to which the custom heads belong may request that the custom heads be transferred into the New World. The player may ask only once to transfer custom heads.}
\article{Procedure}{A player may request that custom heads be transferred into the New World, by sending a custom heads transfer request directly to a member of the Administration.\begin{enumerate}
\item Before issuing such a transfer request, the player shall first assemble all custom heads to be transferred into a compact singular structure which may be copied as one structure. This structure may contain, besides the custom heads, additional structural materials made of 'minecraft:dirt', to a minimum level required to compact the custom heads into that structure.
\item The transfer request shall contain the following details:\begin{enumerate}[label=(\alph*)]
\item the name of the requesting player,
\item the coordinates of the compact singular structure containing the custom heads in the Old World,
\item the coordinates of where to place the compact singular structure in the New World.
\end{enumerate}
\item The transfer request shall be processed by the Administration within 3 days.
\item The Administration may refuse a transfer request if the requested compact singular structure contains custom heads which do not belong to the requesting player, or if the player has already requested custom heads to be transferred before.
\item If a transfer request is approved, the Administration shall, within 3 days, place the compact singular structure at the agreed upon location. The transferred custom heads shall be registered at the Administrative Archives.

\article{Legal status}{The requesting player shall get ownership of the custom heads in the New World once placed down.}
\chapter{Final Provisions}
\article{Adjudication}{Upon a dispute between a player and the Administration regarding the qualification of a build as a public build, the transferring of builds or custom heads, or any other dispute arising from this act, the Crafty Court shall adjudicate. The Court may ask a jury of neutral citizens on their opinion on the dispute.}
\article{Validity}{This act shall be active from the creation of the New World until the dissolution of the Old World, in accordance with the New World Act.}
