+			\chapter{Citizens and inactive players}
+			\article{Citizenship}{Citizen of the Crafty Table shall be any player that has been online on the server for at least eight hours in total. Citizenship shall only be provided to the main account of a player and not be applicable to alt-accounts.}

+			\article{Inactive Player}{A player shall be deemed inactive if they have not played on the server for the following lengths of time:\begin{enumerate}[label=\alph*.]
+					\item if the player has played less than 5 hours, the player may be inactive for 2 weeks;
+					\item if the player has played less than 25 hours, but more than 5 hours, the player may be inactive for 1 month;

+			\chapter{Community Titles and Ranks}
+			\section{Supporter Title}
+			\article{Donator privileges}{\begin{enumerate}
+					\item Players may donate to the Owner of the Crafty Table to support the Server and safeguard its continuity. Players that have donated shall be known as 'Supporters' and will be granted the following privileges:\begin{enumerate}[label=(\alph*)]
+						\item the 'Supporter' rank on the in-game-chat, Discord and the Website;
+						\item a custom title in the server with a color and styling from the pre-determined Minecraft formatting codes;
+						\item to be displayed separately in the Discord sidebar from players without the rank; and
+						\item special quality of life commands, to be determined by Administrative Decree, that do not provide the player with an advantage over other players that have not donated.
+					\end{enumerate}
+					\item The custom title shall not:\begin{enumerate}[label=(\alph*)]
+						\item be offensive to other players or deceive the players as to the actual rank of the player;
+						\item exceed 12 characters in length;
+						\item be of the color formatting code for 'black'; and
+						\item be of any other styling type than 'normal' or 'bold.

+					\item Custom titles may be changed once in every two months.
+					\item Without prejudice to pardons, a Supporter shall automatically lose their Supporter status when they have been convicted of a month or longer expulsion from the Server.

+			\article{Donation procedure}{A donation shall be made by clicking a specified link in a designated channel on Discord, to be determined by the Executive Order of the Owner.\begin{enumerate}
+					\item On the donating page, the player is to provide the following details:\begin{enumerate}[label=(\alph*)]
+						\item the amount of money to be donated;
+						\item in the description box: the name of the player, both in-game and on Discord.
+					\end{enumerate}
+					\item The privileges to be granted by donating shall be provided by the Owner of the Crafty Table to the donator within 2 days, provided that the donation details are complete. If the name of the player is missing from the donation description, the privileges shall be granted whenever the identity of the player has been verified.
+					\item Donators that have omitted the player name in the donation may verify their identity by sending a screenshot of the donation invoice to the Owner of the Crafty Table using a direct Discord message.
+					\item After the privileges have been granted, the Owner of the Crafty Table or a member of the Administration shall approach the donator and ask what custom title they wish to get. The custom title shall be immediately applied if it is in compliance with section 2 of the previous article.

+			
+			\section{Most Valued Player Title}
+			\article{MVP privileges}{\begin{enumerate}
+					\item Most Valued Player (MVP) shall be that Citizen which has, in the preceding month, provided the community with exceptional service and deserves recognition for their efforts.
+					\item The MVP shall be granted the following privileges:\begin{enumerate}[label=(\alph*)]
+						\item the 'MVP' rank on the in-game-chat, Discord and the Website;
+						\item a commemorative statue in a public place to be determined by Administrative Decree; and
+						\item any special privileges, determined by Administrative Decree, that do not provide the MVP with an advantage over other players.

+					\item The MVP shall be granted these privileges until the following MVP election, or at most for a month.

+						\item the elected Host and co-Host of the Council;
+						\item the President of the Crafty Table;
+						\item a player who has been, at any point in the history of the Crafty Table, without prejudice to pardons, been expelled for a week or more from the Server.

+					\item Without prejudice to pardons, the MVP shall automatically lose their MVP status when they have been convicted of a day or longer expulsion from the Server.
+			\end{enumerate}}
+			
+			\article{Nomination and Election}{\begin{enumerate}
+					\item An MVP election is held at the first Council meeting of every month.
+					\item In the week leading up to an election, up to a day before the election, nominations shall be submitted to the Host of the Council. A nomination shall at least contain the following details:\begin{enumerate}[label=(\alph*)]
+						\item the name of the player issuing the nomination;
+						\item the name of the player on the Server to be nominated, not being the same person that is issuing the nomination;
+						\item the reason for the nomination, by providing examples of the exceptional service.
+					\end{enumerate}
+					\item The Host of the Council shall announce all nominees in the meeting agenda of the MVP election meeting, excluding those nominees which are ineligible.
+					\item The MVP shall be chosen with a person election vote, in accordance with article 39 of Title II.
+			\end{enumerate}}

+			\section{Emeritus Honorary Title}
+			\article{Emeritus privileges}{\begin{enumerate}
+					\item Emeritus shall be all particularly distinguished Citizens as appointed by this article or by Executive Order of the Owner of the Crafty Table.
+					\item The Emeritus shall be granted the following privileges:\begin{enumerate}[label=(\alph*)]
+						\item the 'Emeritus' rank on the in-game-chat, Discord and the Website;
+						\item a commemorative statue in a public place to be determined by Administrative Decree;

+					\item The following persons shall automatically be granted the title of Emeritus:\begin{enumerate}[label=(\alph*)]
+						\item all players that at any point have served as Administrator of the Realm;
+						\item all players that at any point have been elected President of the Crafty Table; and
+						\item all players that at any point have been Owner of the Crafty Table.

+					\item The Owner of the Crafty Table may, at any point and for any reason, bestow upon a player the title of Emeritus. This appointment shall be announced in a designated Discord channel.
+					\item The Emeritus shall be granted these privileges for life. The title may only be retracted by Executive Order of the Owner.

+			\section{Discord Organization}
+			\article{Limitation to channels}{The Administration shall minimize the amount of channels on Discord to only those channels that are necessary for the maintenance of public order and to facilitate and promote debate. The Administration shall report to the Council the creation of any public channel and the reasons for its creation.}

+			\article{Limitation on Discord role assignments}{\begin{enumerate}
+					\item Permanent custom Discord roles may only be created if permitted by the Council. The assignment of players to this role shall be regulated by the Council.
+					\item The President and the Owner may create temporary custom Discord roles if required for the purpose of public order or to create a separated group to discuss a specific topic with.
+					\item The President and the Owner may bestow upon any player a custom Discord role, provided that the custom role does not result in unjust discrimination in comparison to other players that are not granted the same role.
+					\item Custom Discord roles may not be displayed separately in the Discord sidebar, except if the role is only of a temporary nature.

+		\article{Topics}{Topics discussed in the Council shall be rules, motions or appointments.}

+		\article{Rules}{\begin{enumerate}
+				\item Rules shall be binding on all players and written as a legal text into the Constitution, the Statutes, an Administrative Decree or a Regional Ordinance.
+				\item Rules shall be proposed either as a legal text or as the essence of the rule to be imposed.
+				\item If a rule is proposed as a legal text, the literal text shall be passed using a majority vote of the Council. The legal text may be altered after the passing of the vote by the Owner of the Crafty Table to bring it into compliance with legal standards.

+				\item If a rule is proposed in its essence, the Host shall, in the next meeting, put before the Council a proposal of a legal text that implements this essence. +				\item Upon processing a topic, the Host shall provide a short summary of the change that the topic aims to implement and the reasoning and motivation for this change.

If the topic is particularly controversial and the proposer is not present, the topic shall be postponed to the next meeting.

Members may put forward questions, suggestions or remarks using interruptions. After any question, the Host or proposer shall have the opportunity to answer the question.

+				\item When the open debate has finished, and a need for further debate on important aspects of the topic continues to exist, the Host shall postpone the topic to the next meeting.

+				\item Upon finishing all required voting procedures, and if the Host deems there to be no more reason for further debate, the Host shall move the topic and strike the hammer.

+				\item If the member continues to violate rules from this paragraph, the Host retains the right to expel that member from the meeting for the duration of that meeting. Alternatively, the Host may silence the member if the Host deems that sufficient.

+				\item If a member deviates from the subject debated, then the Host shall request the member to return to the subject.

+				\item If the member disputes the behaviour to be disturbing the meeting, the Host shall put forward a vote to the Council whether the behaviour is so. If the Council determines the behaviour to be disturbing, the member shall receive an official warning and a smite.

+		\paragraph{Assemblies}
+		\article{Council Assemblies}{Assemblies shall be groups of Members of the Council that decided to form an assembly for any reason. They shall be seated together in the Meeting and may represent one another on singular occassions.}

+		\article{Creation of Assemblies}{\begin{enumerate}
+				\item To create an assembly, members of the Council shall provide the Host with a Request to Assembly. This request shall at least contain the following details:\begin{enumerate}[label=(\alph*)]
+					\item the name of the assembly;
+					\item a list of all members to join the assembly;
+					\item signed documents of all listed members stating they wish to join the assembly.
+				\end{enumerate}
+				\item Failure to provide all the signatures will make the request invalid. Members listed in the request, which are not part of other assemblies, shall continue as independent members of the Council.
+				\item Members who appear on multiple assembly lists shall become independent members of the Council.
+				\item The Host shall process the Request to Assembly within 7 days.
+				\item The assembly shall go into effect at the next meeting of the Council following the confirmation by the Host.
+				\item Changes in the composition of an Assembly shall be reported to the Host.
+		\end{enumerate}}

+		\article{Dissolution of Assemblies}{\begin{enumerate}
+				\item Members of an assembly can become independent members of the Council by notifying the Host of their intent.
+				\item When an assembly reaches a membership of one member, it shall automatically be dissolved.
+		\end{enumerate}}

+		
+		\section{Voting}
+		\paragraph{General Voting}
+		\article{General rules on voting}{\begin{enumerate}
+				\item Before the commencement of any vote, the Host shall state the topic of the vote, the options available to vote for and what those options result in.
+				\item Voting shall take place by means of article 35 or 36, or any other voting procedure prescribed by this section.
+				\item The side of a vote that receives a majority of all votes cast within that vote shall be the result of that vote, except if explicitly and specifically otherwise stated in the Law.
+				\item Votes cast by those ineligible to vote must be ignored or discarded by the Host.
+				\item The Host shall abstain from voting. If a vote results in a tie between at least the top two results, the Host shall cast the deciding vote.

+		\article{Verbal voting procedure}{\begin{enumerate}
+				\item To commence the voting procedure of this article, the Host shall first provide the notice of member 1 of article 34. The options to vote on must be provided as single words. After providing the notice, the Host shall verbally state that the vote has commenced.
+				\item After the vote has commenced, eligible present members shall verbally state, in the in-game chat, the option that they wish to vote on. Members shall have between ten to thirty seconds to cast their votes, the length of which is chosen at the Host's behest.
+				\item After the voting time has finished, the Host shall determine the result of the vote by estimation of the voting distribution.
+				\item Upon a dispute regarding the winning side of a vote, provided that the vote regards a binary choice, a new vote shall be held using the procedure of article 36. If the winning side in the new vote does not differ from the winning side of the original vote, the person disputing the vote shall be smitten to death.

+				\item When it is vital that a large amount of members vote on a topic, and not just those members that managed to show up for a meeting, voting shall be performed in accordance with this article.
+				\item The Host shall set up a ballot box containing only the following elements:\begin{enumerate}[(a)]
+					\item hoppers, seperated by at least one block in between them, for each voting option;
+					\item a button that shall provide the member with a ballot;
+					\item a description written on signs stating the notice of member 1 of article 34; and a legal notice regarding the eligibility of voters.

+				\item The voting procedure shall commence upon the opening of the ballot box to the public. 
+				\item Ballot boxes must be opened for at least 120 hours or the vote shall be invalidated.
+				\item After the vote has commenced, members shall be able to vote by pressing the button on the ballot box which shall provide them with a ballot in the form of a writeable book. The member must sign the ballot and throw it into the hopper of their preference. Members may vote multiple times on different voting options.
+				\item After the voting time has finished, the Host shall disable the ballot box. The Host shall determine the distribution and results of all votes and provide these as a written report to the Council at the next meeting.

+		\paragraph{Special Votes}
+		\article{Voting on World Resets}{\begin{enumerate}
+				\item The Council may, at any time, using a majority vote, motion the Host to initiate the World Reset procedure as determined in this article. This voting procedure commences after the passing of this motion.
+				\item The Host shall open a designated public Discord channel, for the duration of the voting procedure, to discuss any changes and parameters for the World Reset.
+				\item After the passing of the motion of the first member, the Host shall organise a special meeting at the time of the first following Council Meeting. The Meeting Agenda of this meeting shall be dedicated to the topic of the World Reset. At this meeting, the Council shall determine multiple votes to be held with regards to the World Reset, including the votes regarding the parameters of the World Reset.
+				\item Within three days of the adjournment of the meeting of the previous article, the Host shall open a voting center that contains ballot boxes for all the determined votes to be held. The ballot boxes must meet the requirements of member 2 of the previous article. The voting center shall be open until one hour before the next Meeting of the Council.

+				\item To commence the voting procedure of this article, the Host shall provide notice to the Council regarding the workings of this voting procedure, and shall list all candidates in a random order.
+				\item The Host shall perform a VoteBook voting procedure, in accordance with members 2 to 4 of article 36, for each candidate in the order as mentioned in the previous member. The amount of 'aye' votes cast in the vote regarding a candidate shall be counted as the amount of votes that candidate receives.
+				\item If the top candidates only differ by a two-vote margin, new VoteBook voting procedures shall be held once to determine the winner. If the top candidates finish in a tie, the Host shall cast the deciding vote. After all VoteBook voting procedures have finished, the candidate having received the most votes shall be declared the winner.

+		\article{Voting on the President}{\begin{enumerate}
+				\item In deviation of the previous article, the appointment of a Citizen to the position of President of the Crafty Table shall be performed in accordance with this article.
+				\item Two weeks before the expiry of the term of the current President, the Host shall open two designated Discord channels. One for the announcement of presidential candidacy and one for discussion between players and candidates. One week before the expiry of the term of the current President, the Host shall close the candidacy channel. All Citizens that have announced their candidacy in this channel before the closure of the channel shall be candidates for the presidency.
+				\item This voting procedure commences after the opening of the channels of the previous member.
+				\item In the last meeting before the expiry of the term of the current President, the Host shall organize a debate between the candidates for the presidency. The Host shall provide the candidates with the opportunity to give a statement regarding their plans and agenda; and the Host shall allow a few questions to be asked to the candidates by the attendees of the debate. Member 2 of article 12 applies to this meeting.
+				\item After the meeting of the previous member, the Host shall perform a Ballot Box voting procedure in accordance with article 37. The ballot box shall closed one hour before the next meeting. In deviation of article 37, the determination of the distribution and results of all votes shall not be determined by member 6 of that article.

Abel Hoogeveen	1fa7c0f958	Started writing the First Statutes Act, implementing Title I and II of the Statutes. - First Statutes Act uses a new class: proposal. This class implements a style much like the 'Staatsblad' publications. It contains top level articles using capitalized roman numerals, and an indented standard set of items which is the same as those in the CraftLaw class. - First Statutes Act implements Titles I and II, and should be updated to keep parity with statutes.tex. First Statutes Act shall be reviewed 6 months after publication by a Council-appointed working group. - Changes to the Statutes: - Removed preamble - More small grammatical and logic changes - Injunction procedure against Administration is now generalized in Title III, instead of in multiple places. - Powers of the President may be delegated to moderators at any time, and not just at appointment of the moderator - Smiting is now allowed for legally sanctioned purposes and upon misbehaving of a player - Title III now discusses appointment of moderators. Should soon include the method of appointment, appointment of the VP and numbering of moderators. - Supporter title may now be of type 'bold' along the already accepted 'normal' font types. - Forgetting Desert is now regulated - Isle of Pepper is now defined	2021-04-25 23:35:25 +02:00

Abel Hoogeveen	02bd4ec2ff	A few changes to the statutes - Added (TM) sign after every mention of Kipje, except for in those cases where the mention is within a pledge or statement. - Added skeleton articles for citizenship and active players in title I - A newly enacted season shall replace the current season, and not be null and void. This was a mistake, as it would not allow the Council or President to enact a new season. - Pre-existing seasons (first and second) have been defined - Membership of the Council is now open to all who have played four hours in the current season, and not week - Rules are binding on all players. Not only on all citizens. - Usage of smites is illegal on players. Not only on citizens. - Some minor re-naming of articles - Land claims shall be subject to property rights. They can be sold, lended and everything you can do with property. - Land claims not used to prevent griefing will still be removed, but the contents will no longer be removed as well in those cases. - Redistribution of resources for land reclamation has changed.
