Updated the statutes with the transfer act.
- Updated craftlaw to support subbooks, subtitles and subchapters.
- Removed all laws replaced with the statutes.

Changed books into titles, Titles into Chapters, Chapters into Sections.
And added the following provisions to the statutes:
- Seasons rules under title I
- Officially recognized holidays under title I
   - Meeting do not take place on holidays
- More powers to the president: social media and Discord, under title III chapter I
- Consequences of wrongful sentencing

A few changes to the statutes
- Added (TM) sign after every mention of Kipje, except for in those cases where the mention is within a pledge or statement.
- Added skeleton articles for citizenship and active players in title I
- A newly enacted season shall replace the current season, and not be null and void. This was a mistake, as it would not allow the Council or President to enact a new season.
- Pre-existing seasons (first and second) have been defined
- Membership of the Council is now open to all who have played four hours in the current season, and not week
- Rules are binding on all players. Not only on all citizens.
- Usage of smites is illegal on players. Not only on citizens.
- Some minor re-naming of articles
- Land claims shall be subject to property rights. They can be sold, lended and everything you can do with property.
- Land claims not used to prevent griefing will still be removed, but the contents will no longer be removed as well in those cases.
- Redistribution of resources for land reclamation has changed. Primary items to be added to the administrations currency reserve now include diamond blocks and CraftyCoins.
- Opened skeleton articles for warnings and wrongful sentencing in the criminal code.

Small updated to the constitution and statutes
- Power of the owner is now limited. Only that powers which are necessary, and those powers bestowed by the Council
- Re-organized some content in title I of the statutes
- Other holidays may be called by the President
- Citizenship now defined, as it used to be in the Council rules.

Started writing the First Statutes Act, implementing Title I and II of the Statutes.
- First Statutes Act uses a new class: proposal. This class implements a style much like the 'Staatsblad' publications. It contains top level articles using capitalized roman numerals, and an indented standard set of items which is the same as those in the CraftLaw class.
- First Statutes Act implements Titles I and II, and should be updated to keep parity with statutes.tex. First Statutes Act shall be reviewed 6 months after publication by a Council-appointed working group.
- Changes to the Statutes:
   - Removed preamble
   - More small grammatical and logic changes
   - Injunction procedure against Administration is now generalized in Title III, instead of in multiple places.
   - Powers of the President may be delegated to moderators at any time, and not just at appointment of the moderator
   - Smiting is now allowed for legally sanctioned purposes and upon misbehaving of a player
   - Title III now discusses appointment of moderators. Should soon include the method of appointment, appointment of the VP and numbering of moderators.
   - Supporter title may now be of type 'bold' along the already accepted 'normal' font types.
   - Forgetting Desert is now regulated
   - Isle of Pepper is now defined

- Seasons have been simplified to simply align with world resets
- Inactivity of Players is now defined by the old reclamation rules

Many changes and return of old laws.
General updates:
- Templates now use AlphAlph, to allow numbering above 26 letters
- Moved seals in proposals to be pdf, based on svg, instead of png
- Updated signatures in proposals, dependent on the type of document
- Added kluwer class, printing dense and on a5 paper. Compatible with other classes.

Updates to laws:
- Migrated all old laws to new classes; added DRAFT, OUTDATED, RETRACTED or PROPOSAL watermarks where applicable
- Created Royal Decree on the designation of a donation information channel, assigning the Discord channel and message for donations.
- Created Titles Act (Administrative Decree), designating the relative rankings of titles and which shall go first. Also assigns colors and display

Changes to the Statutes:
- Implemented Amendment 2
- Removed designation of 'Holidays' chapter in title I, merged into 'Overarching Provisions'
- Added fourth season to predefined seasons
- Added general title provisions and amended specific title provisions
- Created general provisions on decision making in title III
- Owner is President while none are appointed
- Created chapter for regional and functional councils in title V
- Re-ordered chapters and sections in title VI
- Updated land claims in title VII to be based on the Lands plugin instead of GriefPrevention
- Renamed 'build code' to 'construction standards'
- Hidden title 7A, since it's no longer active
- Updated title 7B to reflect the legal situation regarding transfered public builds in season 4
- Added general provisions on exclusion of guilt to title X
- Added the crimes of illegal title usage and obstruction to title X

Reshuffled monetary law.
- CraftyCoins are now part of title I, under chapter V.
- Forgery and fraud are now part of title X, under section on Crimes against Property.
- CTCB has been removed from title III.

Started work on administrative sanctions.
- Document date updated to 2022
- Minor language corrections
- Monetary compensation of members of the Administration is now defined in CraftyCoins
- Decisions of ommission are now part of the definition of decisions
- Basis laid down for Administration sanctions, including definitions, rules of imposition, limits, procedure and specifically the measure of restorative coercion
- Position of the President clarified and terms are now defined in an article
- Imposition of administrative sanctions is now part of the administrative powers of the President
- Delegation of powers of the owner is only allowed if the delegate also has been delegated the related administrative powers
- Header for Accountability Act has been added

Finalised title III enforcement mechanisms, among other changes.
- CraftyCoins are now denominated as cc (in italics) throughout the Statutes where applicable.
- Small lexical structural changes for title III decision making.
- Restorative sanctions may now also partially restore a legal state of affairs.
- Removed administrative punitive sanctions, as these would cause too much confusion with title X fines.
- Introduced coercive fines.
- Powers of the Owner have been renamed to Powers of the Console.

Presidential Powers Delegation Order, and Statutes
Following general changes:
- Kluwer class updated. Smaller print, new font, article names in twosided margins, better indentation of leden enumerates.
- CraftLaw class updated. New font.
- Royal Decrees are now called 'Executive Order of the Owner'
- Created Owner Delegation Act, bestowing all Presidential Powers to the Owner for helping along.

Statutes updates:
- Renamed all enumerates to 'leden' or 'onderdelen'.
- Added inquiries as type of proposal for the Crafty Council.
- Topic without debate are now integrated as a new member of the 'Processing of Topics' article.
- The name of the Scribe must now been written down in the meeting log.
